Accomplishments & Achievements

During my 24 years of service as your Clerk of the Circuit Court, I have successfully implemented cost-effective technology solutions, new, and innovative customer service programs and enhanced your access to key public information and records. I could list pages of my accomplishments and achievements that result in better service to you but I have provided some representative samples here for your review and awareness. If you re-elect me for one more term as your Clerk of the Circuit Court, you have my sacred pledge that I will continue my successful leadership in service to all residents of Loudoun County.

Fiscal Stewardship and Recognition

 

Best Government Practice Awards from the National Association of Counties, Virginia Association of Counties, and the International County/City Managers Association for:
- Deed and Land Records automation system and online access to public information
- Historic Records preservation and digitization of records resulting in enhanced access to historic records information and documents
- Electronic filing of deeds and land records reducing visits to the courthouse and reducing traffic in Loudoun County

- Remote, subscription-based access to public land records documents that enhance public access to deed information and records
- Virtual services programs for marriage licenses and notary public commissions that permit clients to transact business remotely without appearing in the courthouse

- Virtual search warrant filing system that permits Sheriff’s deputies to save time in filing these legal documents
- Virtual court hearing capability for judges, attorneys, and litigants during COVID-19 to ensure proper health safety measures while keeping our court cases moving

- Established reliable and trustworthy internal controls and financial management practices to ensure proper administration of public funds and taxpayer resources.
- Implemented fraud alert notification program for Loudoun residents to prevent title fraud
 schemes and provide peace of mind for Loudoun homeowners.

Innovation and Technology Enhancements
 

- Developed electronic commerce solutions for filing of deeds, land records, search warrants, civil court cases, and probate of wills.
- Enhanced public access to deeds and land records information using cost-effective and secure technologies financed by client user fees, not local taxes.

- Established convenient and efficient marriage license appointments and marriage license application services.
- Developed an online juror services portal to offer responsive, convenient, and
critical 24-hour support to potential jurors for circuit court jury trials.
- Created a convenient and secure online marriage license application system and virtual marriage license appointment program.

Expanded Customer Service


- Developed enhanced self-service kiosk stations and portals in the courthouse to expedite research, speed up self-service capability, and provide more information for client services.
- Established specialized, personalized, and responsive probate of estate services for those experiencing the loss of a loved one or other estate crisis.
- Implemented effective disaster recovery and continuity of operations protocols to ensure critical statutory services are provided to Loudoun residents in the event of a local or regional emergency or crisis.

- Instituted successful programs to locate victims of crime who are entitled to receive court-ordered restitution payments to ensure these individuals receive these payments instead of funds being escheated to the Division of Unclaimed Property.

- Provided convenient curbside services during COVID-19 restrictions, keeping my office open to serve Loudoun residents. Many of these curbside services for quick transactions continue today at various public locations throughout Loudoun.
- Preservation, indexing, and digitization of valuable historic records from
1757 – 1800s to enhance public  access to local history records

 

Preserving Loudoun’s History

- Secured $1.5 million in grant funding – not local tax dollars – to preserve, digitize, and enhance public access to valuable historic court documents dating to 1757 when Loudoun was first formed.
- Provide educational programs for students, teachers, and the public focuse
d on Loudoun’s history using the valuable and rare collection of historic court records.
- Established partnerships with state, regional, and local historical societies and government agencies to expand education programs and grant opportunities for more preservation a
nd digitization projects.

- Faithful, impartial, and professional fulfillment of duties for the past 24 years, serving Loudoun County with honor and distinction and ensuring public confidence and trust in this vital constitutional office.
- Consistent, reliable, innovative, and trusted leadership as Loudoun’s Clerk of Circuit Court using my 30 years of local government executive leadership and relevant management experience in circuit court clerk operations.
- I have served in executive leadership roles in national, state, and regional professional associations and I am respected by Clerk of Circuit Court colleagues throughout Virginia.
- Republican, Democrat, and Independent Clerks of Circuit Court throughout Virginia have endorsed me for re-election as Loudoun’s Clerk because they can attest to my trusted leadership and proven experience.
