Prior to commencing his tenure as the Clerk of the Circuit Court in Loudoun County, Gary served Loudoun County as a criminal investigator and case manager for the Office of the Commonwealth’s Attorney from 1996 – 1999. Gary served as a senior deputy clerk in the Office of the Fairfax County Circuit Court Clerk from 1993 - 1996 overseeing one of the largest circuit court divisions in the Commonwealth of Virginia. Gary worked as a litigation paralegal for a law firm in Tysons Corner from 1988 – 1993. 

 

Gary has a Bachelor’s Degree in Political Science from James Madison University and a Master’s Degree in Public Administration from George Mason University. He has written several articles related to local government electronic commerce solutions and digital records retention in Virginia. He has served as a panelist or lecturer at various court conferences in Virginia, Maryland and Texas related to land records technology systems and digital conversation of historic court records.

Gary and his office have received numerous awards for Government Best Practices from the National Association of Counties and the Virginia Association of Counties for customer service programs, technology solutions, creative local government innovations and virtual educational programs. Gary has been honored with the Best Public Servant Designation for the Loudoun Times Mirror or Loudoun Now newspapers readers choice awards from 2015 – 2021.

He has served as the president for the Virginia Association of Constitutional Officers and the as the president of the Virginia Court Clerks’ Association (VCCA.) He currently serves as co-chair for the VCCA Public Relations Committee and on the VCCA Executive Leadership Committee. Gary serves on the Board of Directors for the Visit Loudoun Foundation for the past 12 years and served on the Board of Directors of the Loudoun Free Clinic for 10 years. He previously served on the Board of Directors for the Patriot Project for 8 years and the Regional United Way Board for Loudoun County for 8 years.

 

While not officially on the board of directors for other non-profit organizations, Gary regularly assists local charities with fundraising and community outreach. Gary coached or officiated youth sports in Loudoun County for 21 years. Gary frequently provides lectures, tours and presentations to students from the county’s high schools, middle schools and cub scout/boy scout troops. He has worked with the Stone Bridge High School staff for the past 20 years to facilitate a mock trial program as part of an Ethics Day program.

Gary is a lifelong resident of Loudoun County. He spent his younger years residing in Hamilton, moved to Ashburn after college and currently resides in Leesburg with his wife Maria. Gary and Maria raised their three sons, Zachary, Nathaniel and Joel in Ashburn.

Family time and activities are valuable and intentional for the Clemens family. Gary and Maria enjoy spending time with Zachary, along with his wife Lindsey, Nathaniel and Joel when those opportunities arise.

When Gary has spare time, he enjoys spending time in the outdoors, reading, researching local history, attending live music events, attending sporting events, traveling, helping local charities and spending time with family and friends.
